Hot Lotto is a multi-state lottery game run by the Iowa-based Multi-State Lottery Association (MUSL), which is famous for operating the Mega Millions and Powerball games.

Prizes are determined by the modified parimutuel system; except in special circumstances, only jackpots are shared among many winners.
A jackpot wins on or before May 11, 2013 entitled the winner of choice of cash or receives 25 equal annual payouts. These winners have a 25 percent Federal tax cut (and additional cuts in most cases.)

Fraud scandal
On July 20, 2015, Eddie Raymond Tipton, director of information security for MUSL, was found guilty of two counts of fraud for cheating the Hot Lotto image in December 2010, and then fraudulently trying to claim the prize anonymously. The prosecution believes that Tipton has used his privileged access to the Hot Lotto home computer safe room for service, to install a rootkit that posted a $ 16.5 million image held on December 29, 2010. He then purchased a ticket containing a rigged number from a department store in Des Moines. A year later, the "win" draw tickets were channeled through several accomplices, including Belize-based investment trusts that are said to represent their owners, in anonymous claims, but prize claims rejected per Iowa. Lottery policies prohibit anonymous claims.
Through a person from Quebec City identified as trust president, the trust is known to be associated with two people from Sugar Land, Texas, including Robert Rhodes, with whom Tipton has a professional relationship and has contacts with and resides in Des Moines during the period that Tipton bought his ticket. Rhodes will also be arrested in Texas for two counts of fraud. The allegation that Tipton had cheated the image was presented during Tipton's trial in April 2015. Tipton has since been accused of rigging another lottery lottery.
