Histori

2016

In January 2016, reports emerged that Las Vegas Sands was considering building a stadium with Majestic Realty and UNLV, on a 42-acre site on Tropicana Avenue owned by UNLV. UNLV has been in the market for a new stadium to replace Sam Boyd Stadium at least since 2011. Raiders owner Mark Davis visited Las Vegas on January 29 to explore the site and meet Sands chairman Sheldon Adelson and other local leaders. The Raiders, who have been trying to get a new stadium built for the team since the 1980s, just missed a relocation to Los Angeles that same month and broke down in Oakland. In order for the team to move to Las Vegas, a new stadium is needed, because Sam Boyd Stadium is too small for the NFL and no other professional caliber stadium in Nevada.

On March 21, 2016, when asked about Las Vegas, Davis said, "I think the Raiders love the Las Vegas plan," and "this is a very very interesting and exciting plan." Davis also met with Nevada Governor Brian Sandoval about the stadium plans. On April 1, 2016, Davis met with UNLV officials and visited Sam Boyd Stadium to evaluate whether it could serve as a temporary home for the team.

On April 28, 2016, Davis said he wanted to move the Raiders to Las Vegas and pledged $ 500 million for the construction of the proposed 2.4 billion dollar stadium. "Together we can turn Silver Country into a silver and black country," Davis said.

In the spring of 2016, the board of directors of Las Vegas Sands rejected the proposal of the Adelson stadium. Adelson decided to move forward with the stadium as an individual investment, promising $ 650 million of his personal fortune for the project.

The sustainability of the Tropicana Avenue location was called into serious questioning in June 2016, when Southwest Airlines objected to its location because of its proximity to the northern end of one of McCarran Airport runways could negatively impact the safety and air traffic capacity at the airport. The list of potential locations soon expanded to nine candidates, including Wild Wild West casino sites, Wynn golf course, Riviera casino, Las Vegas Festival Grounds, and Cashman Center. In September, the list was narrowed to two possibilities: Bali Hai Golf Club, south of Mandalay Bay, and vacant land on Russell Road, just west of Interstate 15.

On August 25, 2016, Raiders filed a trademark application for "Las Vegas Raiders" on the same day as the rendering of the proposed stadium design was released. On September 15, 2016, the Southern Nevada Tourism Infrastructure Committee unanimously voted to recommend and approve $ 750 million for the Las Vegas stadium plan.

Majestic Realty revealed in October 2016 that it had been withdrawn from the stadium project.

Sandoval called a special session of the Nevada Legislature to consider stadiums and other tourism related proposals in October 2016. The funding bill for the stadium was approved by a 16-5 vote in the Senate and by 28-13 in the Assembly, and signed into law by Sandoval on October 17th. The bill allows Clark County to raise its hotel taxes to raise $ 750 million in funding.

2017

The Raiders filed a relocation document on January 19 to move from Oakland to Las Vegas. On January 26, 2017, Raiders filed a proposed lease agreement for the stadium. It is reported that Raiders have chosen Russell Road location as the stadium location, the team will pay a dollar in rent, and that they can control the naming rights both for the stadium and plaza and in addition, still get sponsorship sponsorship.

A few days after the proposal announced by Raiders, Adelson exited the stadium project, withdrawing a proposed $ 650 million contribution. Shortly after this announcement, Goldman Sachs, who had planned to finance part of the project, also resigned. As a result, the Raiders are expected to increase their contribution from $ 500 million to $ 1.15 billion.

On March 6, Raiders revealed Bank of America would lend $ 650 million to replace Adelson's funding portion.

The NFL owner chose to approve the move with a 31 to 1 margin on 27 March. The next day, the Raider and Las Vegas Stadium Authorities began receiving deposits for season tickets for the new stadium. The Raiders announced that they plan to remain in Oakland until the stadium is over.

The Raiders closed a land purchase for the stadium at the Russell Road location on May 1. The purchase price was reported at $ 77.5 million. On May 11, it was announced that in a joint venture Mortenson Construction and McCarthy Construction would be a developer for the stadium. Mortenson previously worked at the US Bank Stadium in Minneapolis. The stadium authorities approved the rental of the stadium with the Raiders on May 18. The lease must be for 30 years with four consecutive five-year renewal options respectively.

On September 18, construction activities began at the stadium site with site preparation. The groundbreaking ceremony was held on 13 November. The ceremony featured NFL Commissioner Roger Goodell, owner of Raiders Mark Davis, his mother Carol Davis, various Raiders legends including Howie Long, Jim Plunkett, Tom Flores and Ray Guy, Las Vegas and Nevada politicians such as Governor Brian Sandoval, Las Vegas Mayor Carolyn Goodman , Clark County Commissioner, Steve Sisolak, and head of stadium authority, Steve Hill. The event is hosted by George Lopez and includes other celebrities such as Carlos Santana, the iconic old Vegas Wayne Newton, and Howie D. and Nick Carter of the Backstreet Boys. There is also a tribute to the victims of Las Vegas 2017 shooting that occurred nearby with Judith Hill and the Las Vegas House of Blues Gospel Choir who did 'Rise' while 58 light beams symbolized the 58 victims who were lit.

2018

In January, the construction crews started blowing caliche rocks with dynamite to dig and make bowls of stadiums. On February 3, Raiders opened a 7,500 square foot stadium preview center at Town Square, located several miles from the stadium, featuring interactive exhibits and team memorabilia, with plans to simulate views of individual seats and large scale. model stadium.

Financing

The budget for stadium development is estimated at $ 1.8 billion. Of this amount, $ 78 million was spent on land purchase, $ 1.33 billion is expected to be used for construction, $ 123 million for furniture, fixtures and equipment, $ 234 million for design and engineering, and $ 31 million for utilities and infrastructure. Some reports provide a budget of $ 1.9 billion, which also includes $ 100 million to build a separate Raiders training facility.

Financing for the project is expected to come in the form of $ 750 million in public funding and $ 1.1 billion from Raiders. The public share of the funding will come from municipal bonds issued by Clark County, backed by special tax returns on hotel rooms in the Las Vegas area, which came into effect in March 2017. Raiders' contribution is expected to include $ 650 million in loans from Bank of America, $ 200 million of the NFL stadium loan program, and $ 300 million from the sale of private seat seats at the stadium, naming the rights to the stadium, and sponsors.

The local government can not accept rent or revenue sharing from the stadium, as such arrangements will not be compatible with the tax exempt status of the bonds. Proponents instead argue that public financing will be justified by increased economic activity and tax revenues associated with the stadium. Critics argue that economic projection is based on overly optimistic assumptions.

A total of $ 645 million in construction bonds sold out in 90 minutes in April 2018, representing Clark County's contributions to projects outside of the collected space tax.

Design

For the Las Vegas Stadium, Mark Davis maintains the same architectural firm, MANICA Architecture, which has designed the previously proposed Carson Stadium near Los Angeles. Davis retained much of the view from Carson's stadium because he "fell in love with the overall design". The stadium will be a 10-level vaulted stadium with a clear ETFE roof, silver and black exterior and large curtain-like windows overlooking the Las Vegas Strip. The design includes a large torch at one end that will be a fire in honor of Al Davis, the old owner of Raiders.

The updated renderings were released after a relocation vote showed the stadium with a natural grass field similar to the one at the University of Phoenix Stadium in Glendale, Arizona. On August 17, 2017 the Las Vegas Stadium Authority meeting revealed that the stadium will have a pickup pick/drop off for ride-sharing services such as Uber and Lyft, the first for the stadium in the NFL.

Tenants and events

The stadium will replace Sam Boyd Stadium and will serve as home to Raiders and the UNLV Rebels football program. In addition, it will host the annual Las Vegas Bowl.

The stadium supporters project 20 to 25 additional events per year, with sensible possibilities including Super Bowl, Pro Bowl, NFL Draft, NCAA Final Four, USA Sevens rugby tournaments, World Monster Jam Finals, Boxing matches, Ultimate Fighting Championship event, Pac- 12 Football Championship Game, a neutral college football site, international football matches, concerts, and corporate events.

David Beckham visited Las Vegas in 2016 to advocate the stadium as a possible home for the Major League Soccer expansion team, although he finally announced the team's launch with the stadium in Miami.

The stadium was proposed as a potential site for the 2026 World Cup, but was later withdrawn from consideration.
